About the University: Pandit Lakhmi Chand State University of Performing & Visual Arts (PLCSUPVA), Rohtak, a State University, is focussed on new frontiers of design, fine arts, film & television and planning & architecture to achieve excellence in these and allied fields and offers Certificate to Doctorate level programs in these domains. It came into existence on August 5, 2014 by integrating four government technical institutions, namely :
- State Institute of Fine Arts (SIFA)
- State Institute of Design (SID)
- State Institute of Film & Television (SIFT) and
- State Institute of Urban Planning & Architecture (SIUPA).
Presently, there are four faculties in which 14 undergraduate degree level programmes are being offered; four in the Faculty of Fine Arts, four in the Faculty of Design, five in the Faculty of Film & Television and one in Faculty of Urban Planning & Architecture. Besides, Post-Graduate programmes had been started in each faculty since the academic session 2019-2020. Additionally, 14 diploma and certificate courses are also being run since the session 2020-21.
A Regional Centre of the university in village Aterna, distt. Sonepat, in which various programmes in humanities and social sciences, including cultural and folk media studies would be offered, is also under consideration of the state government. The plan to set up a separate faculty of humanities and social sciences is also under active consideration of the university, which would enable students to gain a robust foundation in the social life-world, where they would manifest as artists in future. The University is gearing up to take on all programmes under the National Education Policy (NEP-2020) with effect from 2024. The University has planned short-term courses with an outreach and skill development thrust.
Selection criteria : Selection will be based on the combined merit of performance as per following criteria:
i) Entrance Test (ET) 30% weightage
ii) Creative Skill Test (CT) 70% weightage
Distribution and Reservation of seats
a) All India Open Category seats (including Haryana state) : 50%
b) State quota : 50%
The State quota is further divided as below :
i) Haryana Open General Category : 50% of State quota
ii) SC of Haryana : 20% of State quota
iii) Backward Classes of Haryana (BCA) : 16% of State quota
iv) Backward Classes of Haryana (BCB) : 11% of State quota
v) Specially abled : 3% of State quota
In the event of quota reserved for Specially Abled remain unutilized due to non-availability for suitable category of Handicapped Candidates, it may be offered to the Ex-Servicemen and their wards (1%) and the dependents of Freedom Fighters (1%).
Note : Residents of Haryana are entitled for admission against all India Category seats also.
Supernumerary seats
a) One supernumerary seat in each UG and PG programme of the university is provisioned for Kashmiri migrants and Kashmiri Pandit/Kashmiri Hindu (families) living in Kashmir Valley and North-East subject to condition that these candidates fulfil eligibility conditions.
b) 10% of total intake as supernumerary seats over and above the existing seats in each programme offered by the university is provisioned for international students/Ward of NRI/NRIs subject to the eligibility of the student for the course. The admissions shall be done on the basis of the merit.
c) 10% of the total intake is provisioned for the candidates from economically weaker section (Over and above the existing seats)
d) 10% of total intake as supernumerary seats over and above the existing seats in each programme offered by the university is provisioned for candidates having professional background who are otherwise eligible and have at least three years professional experience in the concerned fields, on the recommendations of the committee constituted by the Vice-Chancellor.
e) One supernumerary seat in each programme is reserved for the dependent of martyrs.
f) One supernumerary seat in each programme is reserved for outstanding and extraordinary sports person.
Fee concession
a) 50% concession in tuition fee is applicable for female students of Haryana only.
b) Up to 50% tuition fee concession could also be given to students after admission, who are meritorious as deemed fit by the Fee Concession Committee.
c) 75% tuition fee concession is applicable to the deaf and dumb students.
d) Up to 75% tuition fee concession may be extended to the students whose sole earning member/ father expires unfortunately during the study, provided the student is meritorious.
e) If a candidate falls in two concession categories, only one could be availed (whichever is higher).
f) A candidate seeking admission in Haryana category or availing 50% tuition fee concession on account of being Haryana female student has to submit a domicile certificate.
g) Adjustment of fee of the students shifting from one department to another shall be allowed. The difference of fee will be paid by the students, however, if fee is less in the newly opted department, it will not be refunded.
h) In case of siblings, 50% tuition fee concession may be granted to the younger. If the younger is a girl of Haryana, who is already availing 50% tuition fee concession, she may be granted additional 50% tuition fee concession to make it 100% tuition fee concession.
i) As already approved 50% tuition fee concession is granted to Haryana girls. In case the Haryana girl students is fair in study, has good conduct and actually needs the financial help to continue her study, she may be granted additional 50% tuition fee concession. It depends upon the merit of each case.
j) 50% tuition fee concession is applicable to all the students except Haryana Girls, who have already been granted 50% tuition fee concession, if the family’s annual income is upto Rs. three lakh and the student is fair in study, has good conduct and actually needs the financial assistance.
k) The tuition fee concession will be granted to the student, who is not availing any scholarship / financial assistance from any other source.
l) Applicants for fee concession will appear before the Fee Concession Committee on the date(s) fixed for the purpose.
m) 50% tuition fee concession may be granted to the Physically Handicapped student who has 70% disability, provided that the student is fair in study, has good conduct and actually needs the financial assistance.
n) The tuition fee concession rules framed for staff and their wards and other categories will remain applicable.
o) On the basis of the merit of the case, the Vice Chancellor may grant 100% Tuition Fee Concession to any such applicant who is good in studies, has good conduct and also needs the financial help.
p) 50% tuition fee concession in fee for wards of Faculty & Staff of PLCSUPVA.
Hostel facility only for females : Hostel facility is for female students only and same may be availed on merit after seeking admission.
